GRTU feels that in so far as most of the information that will be required to appear on the label falls under the control and responsibility of the manufacturers, it would be abusive, not to say impossible to ask distributors to verify more than the fact that the label is worded in a language easily understandable by the end-users and that the date of minimum durability has not expired. It would be unbearable (not to say impossible) for companies and more particularly SMEs to verify whether the other types of information are present and accurate. Namely, the new provision imposes on distributors to verify that the following labelling requirements are respected:

the name or style and address of the responsible person,

the batch number of manufacture or the reference for identifying the cosmetic product,

Imposing such types of controls would be contrary to the principle on which most of the EU legislation is founded, i.e. each operator is responsible within the limits of its activities (see for example the General Product Safety Directive 201/95).

Insofar as the initial proposal of the Commission did not contain any reference to specific obligations bearing on distributors, one could assume that, in its view, it would have been disproportionate to ask them for controlling elements of information for which they are not in a position to judge whether or not they are accurate.

Hello and welcome to my brand new DLB feature! Seeing as this is my first post, I thought I could post about the things we cant do without - the make-up staples! These are some of my favourite tried and tested everyday products. For a glam and sexy effect, you cant beat the smoky eye look. Apply mid grey/plum/taupe eyeshadow on your lid and blend up and out. On your eye contour towards the outer edge apply a darker grey/granite and blend well. Then apply with a brush under your lid (shadow blends better than eyeliner). Blend a lighter highlighting shade under the brow bone. Sweep black liquid liner on your top lid as close to your lashline as you can. Flick slightly up towards the outer edge. Groom your brows with the same colour brow pencil, or slick on some Vaseline. Finish by curling lashes and adding lots of black mascara. This look needs a lighter lipstick otherwise it will be too much.

Shimmer and glitter. Firstly you need a good shimmering pearl highlighter. Remember that with highlighters, shimmers and glitters, less is more, so on...

It's hard to ignore the headlines – that somehow won't go away. The safety of cosmetics and personal care items seems to be challenged at almost every turn.On the one side are environmentalists who contend the chemicals in commonly used cosmetics are  toxic brew that set women up for a number of serious health concerns – including breast cancer. “We must focus on prevention by demanding safer products, reducing our exposure to chemical and urging our policymakers to ban cancer-causing chemicals in everyday products,” says Sarah McCormick, author of  “ No Family History”, a poigment and well researched guide that links the rise in breast cancer to the subsequent rise of chemical use in personal care products. At the same time, the cosmetic industry and even the FDA contend product ingredeints are safe – and not likely to cause us any harm. According to FDA spokesperson Stephanie Kwisnek, the Federal Food, Drug and Cosmetic Act,  " Requires that cosmetics marketed in interstate commerce be safe when used as directed in the labeling or under usual customary conditions of use."  So in this respect, the FDA is looking out for your health.
